Heat the milk and water in a medium saucepan over medium heat until it begins to simmer.
Add in the oats and bring to a boil. Mix in the chia seeds. Reduce the heat and allow to simmer for 4 to 5 minutes, stirring continuously until thickened.
In a small food processor, pulse together the cream cheese and powdered sugar until smooth.
In a small bowl, heat the strawberry preserves in the microwave for 30 seconds. Mix in the diced strawberries.
Divide the cream cheese mixture over the bowls. Top evenly with strawberry mixture and top with graham cracker crumbs.
