Heat the oil in a large skillet over medium-high heat until hot. Saute the onion, green pepper and garlic.
Add in the ground beef and cook until no longer pink. Mix in the flour.
Add in the beef broth and egg noodles. Bring to a boil, then cover and simmer until the noodles are al dente, stirring occasionally. Mix in the chili flakes.
Add in the cream cheese and shredded cheese. Mix until the cheese has melted. Season with the salt and pepper. Serve immediately.
