In a medium microwave safe bowl, microwave the cream cheese for 10 seconds. Mix in the sugar until it forms a paste.
In a small bowl, mix together the milk, half and half, and vanilla. Slowly (around 1 Tablespoon at a time) mix the cream mixture into the sugar mixture until the sugar is dissolved.
Pour the mixture into a Ninja Creami pint. Cover and freeze for at least 24 hours.
Place the frozen pint into the Ninja Creami machine and set to ice cream. If the texture is still powdery, set to Re-Spin.
Create a hole in the center and add in the mini chocolate chips. Set the machine to Mix-ins. Scoop and enjoy!
