Preheat the oven to 350˚F. Spray a 9×13 inch pan with cooking spray and set aside. 
Beat together the butter, brown sugar and salt until fully combined. Slowly mix in the flours until fully combined. Slowly mix in the flours until fully incorporated.
Press the dough into the prepared pan. Poke holes in the dough with a fork and bake for 30-40 minutes, or until the crust is golden.
In a medium saucepan, combine the honey, water and butterscotch chips over low heat. Stir constantly until the mixture is fully melted. Pour over the crust.
Sprinkle the cashews over the butterscotch mixture and bake for 5 minutes. Remove from the pan and cut into squares.
