In a medium saucepan, bring the 2 cups water to a boil. Add the baking soda, then add the hazelnuts. Boil for around 3 minutes. The water will be black.
Pour the hazelnuts into a colander and turn on the cold water faucet. Using your hands, roll off the peels.
Preheat the oven to 350˚F.
Boil 5 cups of water and pour in a medium bowl.
Place the chocolate chips in a smaller bowl, and place it into the bowl full of water. Mix the chocolate chips until the mixture is smooth, making sure not to let the water mix in with the chocolate.
Dry the hazelnuts, and bake in the preheated oven for around 12 minutes. Remove and let cool.
In a food processor, pulse the hazelnuts until it forms a paste. Add the oil, sugar, cocoa powder, vanilla and salt, and process until mixture is smooth. Add the melted chocolate and blend well.
