Preheat the oven to 400˚F.
In a cast iron skillet, heat the oil. Add in the cauliflower and season with salt and pepper. Cook until the cauliflower begins to brown.
Pour the water over the cauliflower. Cover and cook until the cauliflower is tender, around 3-4 minutes. Transfer to a plate and set aside.
In the same skillet, cook the ground beef until no longer pink, around 5-7 minutes. Drain the ground beef and return to skillet.
Mix in the garlic, tomato paste, heavy cream and 1/4 cup cheddar until cheese is melted.
Add the cauliflower on top and top with the remaining cheese.
Transfer the skillet to the oven and cook until the cheese is just melted, around 5 minutes.
