Preheat the oven to 350˚F. Line two muffin pans with liners.
In a large bowl, whisk together the flour, sugar, baking powder, baking soda and salt.
In another large bowl, whisk together the eggs, milk, melted butter, lemon zest, and juice.
Stir in the flour mixture until just incorporated. Fold in the pistachios.
Evenly divide the batter among the prepared muffin cups.
Bake 15 to 20 minutes, until a toothpick inserted in the muffin comes out clean.
Let cool completely.
